\subsection{State Government}

The change of government has caused some problems for the Ventrue who
have the most influence here. Although the change was obvious, and
they planned for it, it still destroyed much of their influence.

The state governments key figures are:

The local government has little influence on life. It is mainly for

like. In the planning department, it can, and often is, overruled by

punish him.

Ingrid has selected him because while at his previous church in
Sydney, one of the priests under his control molested one of Ingrid's
young friends. He refused to believe it and accused the family of
making it up, throwing them out of the church. Ingrid's young friend
killed himself.

Lives in Armadale. Ingrids psychiarist.

Ingrid selected him because he had this theory on how the killers mind
functioned. When one of Ingrid's human friends was arrested after
police mistaked her actions for his, Elkinton studied the studied Ingrid's
friend and said he was insane. The man was locked away and suffered
brain damage while undergoing shock treatment.

Ingrid has been giving him insights into the mind of a killer for the
last 8 years, with a detrimental effect on his mental health.
