Sol-1 (v1.02) treaty (diplomatic summary)

Access to the Sol system

Jupiter is defined as the `Interface' between Earth and all outside metacultures. Alien use of propulsion in the Sol system is illegal except in sanctioned missions or emergency situations. All alien ships must arrive at Jupiter and will be met and towed to the Jupiter-1 station.

Travel outside Jupiter is not allowed except under Unda escort as organised by station staff or UN appointed representatives. Violation of this will activate the Mutual defence pact with the opposing metaculture, resulting in destruction or capture of the ship in question and renegotiation of the terms of the violator's presence.

Both sides seemed content with this ruling, although there was some inital protest from the Triumverate to do with access restrictions.

Jupiter-1 Station

Agreement to construct a station with a central docking core run by UNDA and the UNSC (Space corperation) and three habitation modules connecting to the docking core with UNSC interconnection standard. Construction details have been provided to each of the other sides.

Initial alien complaints about human construction methods (our 'paranoia' about power loss and backups and such things).

Mutual defence

The Jupiter-1 station will be garisoned by 10 high speed strike interceptors from each side. These ships will be locked into the docking section and unavailable either side without the express authorisation of the station military commander.

The Croder have offered 30 similar vessels and training on design, piloting and maitainance. The Triumverate were unwilling to provide a similar offer although they did insist on a 'presence' at the training.

Training and joint operations at the discression of the station commander.

The Triumverate were unwilling to offer any ships initially and only did so to match the Croder offer and in response to our 'non-negotiable' position on access to upgraded military technology. It is my impression that the Triumverate ships were of higher performance than the Croder, but that the Croder had numerical superiority. The Triumverate instisted on the joint training and operations clause.

Impressions

The Croder were skilled and helpful negotiators. They were clear about any problems and offered helpful suggestions to their solutions. Croder were keen to discuss constructing cooperative manufacturing stations with their own corperations, but at this stage, it seemed wiser to leave that to a future time (negotiations are continuing). I feel a little uneasy about the Croder, they offer much and if it all pans out as we expect and can predict then we should have a profitable cooperation, but I do feel that the Triumverate suspicion of them should be kept formost in the minds of all diplomats and negotiators.

On the other hand, the Triumverate seemed to be uneasy during the whole negotiation. Their objections were unclear and solutions hard to nail out. They seemed to express superiority and an extreme unwillingness to compromise. They obviously fear Croder influence in this system and most advances in difficult negotiations were to counter Croder offers.

The Triumverate also suggested the DMZ discussed below. This should be followed up.


De-Militarized Zone negotiations

The Triumverate did express an interest in establishing a DMZ around the Sol system, including access to the rimward expanse that both metaculture seem keen to explore. This seemed like an exciting idea that could go much further towards saftey for our system.

The inital proposal was to establish zone free of military ships that curved back into each metaculture. Such a zone would be observed by human and (opposing) alien unarmed observer ships.

Negotiations failed on the size of the DMZ. The Croder wanted a larger zone in the Triumverate metaculture (because Triumverate FTL seems to be faster/longer range) that would include one of the few fuel capable systems from Triumverate space.

Negotiations are continuing.
